WHAT:
Salt Lake Urban County Mayors seek public comment on the 2024 One-Year Action Plan and the funding recommendations provided by the Citizen Advisory Boards for federal funds under the following programs: Community Development Block Grant, Emergency Solutions Grant, Social Services Block Grant and HOME Investment Partnership Program.

WHEN: Public Comment Period: April 3, 2024 – May 4, 2024

The Public Hearing will be held before the Salt Lake County Mayor and the Mayors of the Town of Alta, Brighton, Bluffdale, Copperton Metro Township, Cottonwood Heights, Draper, Emigration Metro Township, Herriman, Holladay, Kearns Metro Township, Magna Metro Township, Midvale, Millcreek, Murray, Riverton, South Salt Lake, and White City Metro Township to accept comments on the proposed projects and activities to be undertaken with 2024-2025 federal funds under the following programs:

  • Community Development Block Grant (CDBG)
  • Emergency Solutions Grant (ESG)
  • HOME Investment Partnership Program (HOME)
  • Social Services Block Grant (SSBG)


Prior to making final decisions, the Mayors will consider and review all comments received at the public hearing as well as funding recommendations provided by the three Citizen Advisory Boards. Funding recommendations will be posted on the website on or about April 2, 2024.

A Draft One Action Plan for 2024-2025 will be available for public comment beginning on or about April 2, 2024. This is a one-year plan that guides expenditures for the following grants: Community Development Block Grant, Emergency Solutions Grant, and the HOME Investment Partnership Grant.

The 2022-23 Consolidated Annual Performance and Evaluation Report (CAPER) will also be available for public comment, which outlines the use of the HUD funds for the period July 2022 through June 2023.

Consistent with the goals and objectives of activities assisted under these federal programs, Salt Lake County’s Housing & Community Development will take the following steps to minimize the displacement of people, businesses, nonprofits, and/or farms.

  1. Discourage projects involving displacement/relocation through a grant application scoring system that reduces the total score of projects that anticipate displacement/relocation;
  2. Encourage project sponsors to plan or stage projects to minimize and/or prevent the adverse impacts of displacement;
  3. Provide for the establishment of temporary relocation facilities in order to provide housing to households whose displacement will be temporary;
  4. Provide advisory services which will include such measures, facilities, and services as may be necessary to determine relocation needs, or other assistance for which displaced persons may be eligible;
  5. Coordinate code enforcement with rehabilitation and housing assistance programs; and
  6. Stage the rehabilitation of apartment units to allow tenants to remain in the building/complex during and after rehabilitation by working with empty units or buildings first.

Any residential tenant who will be permanently and involuntarily displaced shall be entitled to the following services and benefits:

  1. Timely information. The tenant will be contacted and provided timely information that fully explains the reason for the displacement and the relocation assistance available;
  2. Advisory services. The tenant will be provided appropriate advisory services necessary to minimize hardships in adjusting to the relocation;
  3. Advance notice. Unless there is an urgent need for the property (e.g., substantial danger to a person’s health or safety) or the tenant is evicted for cause, the tenant shall be given at least 90 days’ advance notice of the earliest possible date which they must vacate the property;
  4. Replacement Housing Assistance. Replacement housing assistance is available to both renters and owners in the form of rental assistance or purchase assistance. The replacement assistance is based on a number of factors as provided in the Uniform Relocation Act and its regulations at 49 CFR Part 24; and
  5. Moving Expenses. The tenant will be reimbursed for reasonable, documented costs of his/her moving and related expenses; or the tenant may elect to receive a fixed payment for moving and related expenses.

Coherente con los objetivos y metas de las actividades asistidas bajo estos programas federales, el Departamento de Vivienda y Desarrollo Comunitario del Condado de Salt Lake tomará los siguientes pasos para minimizar el desplazamiento de personas, negocios, organizaciones sin fines de lucro y/o granjas.

  1. Desanimar proyectos que impliquen desplazamiento o reubicación a través de un sistema de puntuación de solicitudes de subvención que reduzca la puntuación total de proyectos que anticipen desplazamiento o reubicación;
  2. Alentar a los patrocinadores de proyectos a planificar o dividir los proyectos para minimizar y/o prevenir los impactos adversos del desplazamiento;
  3. Establecer instalaciones de reubicación temporales para proporcionar vivienda a los hogares cuyo desplazamiento será temporal;
  4. Proporcionar servicios de asesoramiento que incluyan medidas, instalaciones y servicios necesarios para determinar las necesidades de reubicación u otra asistencia para la cual las personas desplazadas puedan ser elegibles;
  5. Coordinar la aplicación del código con programas de asistencia para la rehabilitación y la vivienda; y
  6. Programar la rehabilitación de unidades de apartamentos para permitir que los inquilinos permanezcan en el edificio o complejo durante y después de la rehabilitación trabajando primero con unidades o edificios vacíos.


Cualquier inquilino residencial que sea desplazado permanentemente e involuntariamente tendrá derecho a los siguientes servicios y beneficios:

  1. Información oportuna. El inquilino será contactado y se le proporcionará información oportuna que explique completamente la razón del desplazamiento y la asistencia para la reubicación disponible;
  2. Servicios de asesoramiento. Se proporcionarán al inquilino los servicios de asesoramiento apropiados necesarios para minimizar las dificultades para adaptarse a la reubicación;
  3. Notificación anticipada. A menos que haya una necesidad urgente de la propiedad (por ejemplo, un peligro sustancial para la salud o seguridad de una persona) o el inquilino sea desalojado por causa justificada, se le dará al inquilino un aviso anticipado de al menos 90 días de la fecha más temprana posible en la que deba desocupar la propiedad;
  4. Asistencia para la vivienda de reemplazo. La asistencia para la vivienda de reemplazo está disponible tanto para inquilinos como para propietarios en forma de asistencia para el alquiler o asistencia para la compra. La asistencia de reemplazo se basa en varios factores según lo dispuesto en la Ley de Reubicación Uniforme y sus regulaciones en el Título 49 del CFR, Parte 24; y
  5. Gastos de mudanza. Se reembolsará al inquilino por los costos razonables y documentados de su mudanza y gastos relacionados; o el inquilino puede optar por recibir un pago fijo por los gastos de mudanza y relacionados.

Salt Lake County Housing & Community Development (HCD) is hosting an event for the community to learn about the needs of low and moderate-income people in Salt Lake County, and to provide feedback on the priorities that have been set and the activities that are under consideration for the upcoming program year. This is part of the annual process to develop and implement the Annual Action Plan for the Program year 2024-2025. Activities that will be included in the Annual Action Plan will be facilitated by federal grants which are administered by Salt Lake County, including CDBG, ESG and HOME funding through the U.S. Department of Housing & Urban Development, and SSBG funds from the U.S. Department of Health and Human Services (HHS) which are passed through the State of Utah.

Salt Lake County Housing & Community Development is currently seeking input on the needs, goals, and objectives of the fifth year of the Five-Year Consolidated Plan. This feedback will help inform the Citizen Advisory Councils as they review applications for funding and prepare to make recommendations to the Mayors of the Urban County. The County encourages public participation in the following opportunities:

  1. Community & Support Services Providers Expo - Tuesday, February 6th, 2024 (4pm – 6pm)
    Providers are invited to set up a table to share information on their services with members of the public, including members of the citizen advisory committees. Members of the public are invited to attend to become informed about available resources, and the impact of programs that may seek federal funding in the future. The exhibition will take place in the South Building of the County Government Center at 2001 South State Street, Salt Lake City, Utah.   2. Community Survey – Available online Tuesday, February 6th – Sunday, March 10th, 2024

WHAT: Salt Lake County is releasing the RFA for Program Year 2024 for Eviction Prevention and Case Management Services.

WHEN: Applications will be available beginning Wednesday, October 18, 2023.

Salt Lake County Office of Regional Development is releasing the RFA for the Eviction Prevention and Case Management program on Wednesday, October 18, 2023. This funding is through the Emergency Rental Assistance program (ERAP 2) established by section 3201 of the American Rescue Plan Act of 2021, Pub. L. No. 117-2 (March 11, 2021).


The Eviction Prevention and Case Management program that will help reduce the number of evictions filed to prevent the cascading adverse effects of displacements and improve housing stability for residents in the County. The program will be effective January 1, 2024, through December 31, 2024.


Activities must include providing direct short-term rental assistance to avoid an eviction and case management services to help households identify their greatest risks for instability and connect them to community resources to regain long term housing stability.

WHAT:   Salt Lake Urban County is Releasing the RFA for the Program Year 2024-2025 (PY24) Community Development Block Grant (CDBG) Hard Cost Programs.  In addition, Salt Lake Urban County is notifying current sub-recipients of Community & Support Services grants of the opportunity to renew Program Year 2023-2024 (PY23) awards for a second year of funding.

The Salt Lake County Division of Housing and Community Development (HCD) is releasing the RFA for the CDBG Hard Cost Programs on or about Wednesday, October 18th, 2023.  This opportunity is specific to the Community Development Block Grant (CDBG) funding through the U.S. Department of Housing & Urban Development.  CDBG hard cost activities include land acquisition, housing rehab, homeownership assistance, economic development, and public facility improvements.

Salt Lake County will NOT be accepting applications for new projects for Community & Support Services grants for Program Year 2024-2025.  The Community & Support Services grants include the portion of CDBG funds that are utilized for public services, and the Emergency Solutions Grant (ESG) funding through the U.S. Department of Housing & Urban Development, in addition to the Social Service Block Grant (SSBG) funds from the U.S. Department of Health and Human Services (HHS) which are passed through the State of Utah.  Program year 2024 will be a renewal year for current Community & Support Services grant subrecipients; therefore, agencies that were awarded funds for activities in program year 2023 are eligible to submit applications to be considered for a second year of continued funding.

An In-Person Training and Q & A Session has been scheduled for these programs.

A recorded copy of the presentations will be available on ZoomGrants and on the County Website within 72 hours of the live training. 

Mandatory training can be completed by attending one of the following sessions, OR by reviewing the recorded copy of the presentation and submitting verification of completion as prompted.
