    Randy HoriuchiRandy was founder and a General Partner of Focus Government Services, a consulting and lobbying firm with clients throughout the United States. He divested his interest with the firm when he was elected to the County Commission in 1991 and served the next eight years, through 1998, on the Board.

    As a Commissioner his assigned portfolio was Public Works and the County Fire Department. Fulfilling his commitment to the constituency of serving only two terms he moved back into the private sector.

    Randy serves as Vice President of Development with Mountain West Small Business Finance, an organization that provides consultation to small businesses and specializes in representing each with the United States Small Business Administration.

    When voters changed County Government from the three member Commission to a Mayor/Council form with nine Council members, three at large, Randy chose to run for an at-large Council seat in an effort to help bring about a smooth transition between the two forms. As the at-large seats are a rotational six-year term, Randy was reelected the fourth time in 2002 to a six year term.

    Randy has served in numerous positions with various civic groups, National Association of County Officials Board of Directors, Utah Association of Counties Board, and Co-Chair of their Legislative Committee, Board Member of Salt Lake ARC, Make-A-Wish Foundation, Hinckley Institute Advisory Board, Chair of the Wasatch Canyons Hospital Board, Envision Utah, Governor’s Committee on Intergovernmental Relations, Co-Chair of the Cities Counties Coalition, President of the Salt Lake Japanese American Citizens League, and State Democratic Party Chair to name a few.

    Randy is married to Frances McConaughy, a Professor at Weber State. They have two children, Andrew and Maddie, and reside in Salt Lake City. He enjoys golf, reading, sports, and movies.
