Public Records Requests (GRAMA)

Government Records Access and Management Act is designed to allow you to inspect or receive copies of public records and is governed by the State of Utah.

Each county agency stores its own records, and you will need to contact that agency directly with any records request. For your convenience, Salt Lake County uses an online GRAMA Request Portal that enables a requestor to submit a request online.  Your request will be submitted directly to the agency that is chosen, and the requestor will be notified of the progress if an email address is provided.

The GRAMA Submission Process

All written requests shall be responded to within ten (10) business days following the date the request is received, except in the instance when the request is for media purposes (within five (5) business days). The ten (10) business day begins the day of receipt of the request. The requestor will be notified of an extension (business days) if the files are voluminous or if other reasons make it impossible to assemble the request out within the normal ten (10) business day period.

  • STAFF TIME (includes time required to search, compile and otherwise prepare to provide a record).
  • If a charge is imposed, the first 30 minutes of research and response by the agency is provided to the requestor without charge. The agency shall thereafter charge $25.00 per hour to cover the actual cost of providing the record.
  • A county agency may charge the actual cost for media materials, such as CD, DVD, and thumb drive.
  • Costs for certified copies shall be $10.00, or the statutory fee for certified copies.
  • Costs for paper copies may be charged not more than 50 cents per page.
  • Other fees allowed by law may be applicable. Agencies are encouraged to provide requestors estimated fees before duplication. If the estimated cost will exceed $50.00, an agency may require payment from the requestor before processing the request.

You are permitted to request a waiver of copying fees associated with this request. Please include a specific explanation as to why your request for information is in the public interest merits a fee waiver.

The GRAMA Request Portal is used by the public to submit their GRAMA requests.  However, if you are not comfortable or are unable to use the Portal, you may also submit your request using a GRAMA Request Form.  Requests must be submitted in writing. Be as specific as possible when describing the public records you are seeking -- include your name, telephone number, mailing address and e-mail address. Forms can be delivered to the appropriate agency via email, postal mail, or in person.

The Government Records Access Management Act (GRAMA) is the records law for the State of Utah. GRAMA defines what a record is and establishes the criteria for accessing government records. Salt Lake County complies with GRAMA through county ordinance.

 

The responsibilities of the RIM Committee are to develop and review records and information management policies on behalf of county government agencies.  Representation on the committee is from the elected offices and county departments and divisions. The RIM committee meets on an as needed basis.
