Vehicle Repair and Replacement Assistance Program

The Vehicle Repair and Replacement Assistance Program (VRRAP) provides financial assistance to low-income owners of vehicles that fail an emission test. Through VRRAP, qualifying low-income individuals will be offered financial assistance to either repair the vehicle (if model year 2004 or newer) or replace it with a newer, cleaner vehicle (if model year 2003 or older).

Repair Process

To qualify for repair, a vehicle must:

  • Be model year 2004 or newer.
  • Have failed an emission test as required by SLCoHD.
  • Not have a tampered emissions control system.
  • Be currently registered in Salt Lake County, or be able to prove it frequently travels to Salt Lake County (e.g., University of Utah student, full-time employment in Salt Lake County County, etc.)
  • Have been registered in Utah in compliance with UCA §41-1a-202(3)  for at least 12 months preceding application.

The vehicle's registered owner must also meet income requirements. Vehicle owners are responsible for any charges that exceed the approved assistance amount. The amount issued will be set on a sliding scale based on how the vehicle owner's household income compares to the federal poverty level:

Household Income Compared to Federal Poverty Level Assistance Amount Maximum Amount
200% and below 100% of repair bill to pass an emission inspection Up to $1,000
201% to 250% 75% of repair bill to pass an emission inspection Up to $750
251% to 300% 50% of repair bill to pass an emission inspection Up to $500

Household income will be determined by using the Adjusted Gross Income (AGI) on the most recent federal income tax form using these thresholds:

Number of Dependents 200% 250% 300%
1 $25,520 $31,900 $38,280
2 $34,480 $43,100 $51,720
3 $43,440 $53,340 $65,160
4 $52,400 $65,500 $78,600
5 $61,360 $76,700 $92,040
6 $70,320 $87,900 $105,480
7 $79,280 $99,100 $118,920
Additional dependents add $8,960 $11,200 $13,440

Replacement Process

To qualify for replacement, a vehicle must:

  • Be model year 2003 or older.
  • Have failed an emission test as required by SLCoHD within 30 days of application.
  • Be driven under its own power to a participating VRRAP dealership.

The vehicle's registered owner must also meet income requirements. Vehicle owners will not receive any trade in value, as their vehicles will be crushed and recycled. Additionally, the VRRAP is not intended to cover the entire purchase price of the vehicle; it is the responsibly of the vehicle owner to secure the remaining funding to complete the purchase. The amount issued will be set on a sliding scale based on how the vehicle owner's household income compares to the federal poverty level:

Household Income Compared to Federal Poverty Level Assistance Amount for Tier 2 Bin 5 through Tier 2 Bin 3 equivalent Assistance Amount for Tier 2 Bin 2 equivalent Assistance Amount Zero Emission Vehicle1
