Jim was first elected to the Salt Lake County Council as an At-Large member in 2000 and has continuously served in that position. He also served as Chair of the former Salt Lake County Commission from 1991-1994.
Currently, Jim is Chair of the Salt Lake Law Enforcement Service Area Board of Trustees and a member of the Board of the Unified Police Department. He also serves as a Trustee for the Wasatch Front Waste and Recycling District and the Central Utah Water Conservancy District.
Jim has worked as a consultant in the areas of energy resource development, waste management, and policy development. He was appointed by former Governor Scott M. Matheson to serve as Executive Director of the Utah Energy Office.
Jim’s wife, Glenda, owns the 15th Street Gallery, a small business in the 15th and 15thneighborhood of Salt Lake City.
In addition to his current public positions, Jim currently serves on the boards of the Utah Museum of Fine Arts and the Utah Film Center.

Steve Prokopis is a first term Councilman and was appointed to represent the Magna Metro Township on the UPD Board. Additionally, he has been asked to serve on the finance sub-committee. As a lifelong Magna resident, he has been somewhat involved in politics over the years. He served two terms on the Magna Township Planning Commission, served on the Kennecott Tailings Impoundment Safety Committee; both were Mayoral appointments. However, with the new form of government for the Townships, he felt it was time to become more involved.
Steve is married. He and Stephanie, his wife of 23 years, have two sons. Steve graduated from Judge Memorial High School, Snow College, and Utah Valley State College with a degree in Fire Science. He is employed with Unified Fire Authority (formerly Salt Lake County Fire) and has been with them for 24 years, with over 15 of those years serving the residents of Magna directly. He is currently the Battalion Chief over the Public Relations Bureau. In the Fire Service he has enjoyed a close working relationship with the many great employees of both the Sheriff’s Office and UPD.

David is an Architect and Fellow of the American Institute of Architects. David has lived in Emigration Canyon for 39 years, serving on the Emigration Canyon Planning Commission since becoming a Township and previously on the Salt Lake County Planning Commission continuously from 1988.
David Brems is a founding principal of GSBS Architects, a 100 person firm headquartered in Salt Lake City with an office in Fort Worth Texas. David is a board member of Envision Utah and University of Utah College of Architecture and Planning. David is an Adjunct Professor at the University of Utah College of Architecture and Planning.
David an avid cyclist, sailor, and skier enjoys spending time at his family retreat in Boulder, Utah.

Dave Olsen is a first-term council member by appointment for the Copperton Metro Township. He has been a Copperton resident for six years with a family history that traces back three generations to the town’s inception in the mid-1920s. Copperton is a beautiful small community with a rich history and very loyal and dedicated residents. Dave is genuinely proud to have an opportunity to represent their values and preserve their traditions. He currently serves as a member of the Unified Police Department Board of Directors and the Salt Lake Law Enforcement Service Area Board of Trustees
Dave works as an estimator for an extensive glazing (glass) contractor. He has played a role in many high-rise buildings in downtown Salt Lake City and several other cities and states in the region. He is also an instructor for the Utah Glass Association’s Glazing Apprenticeship program.

I was born in Salt Lake City and raised in Sandy, Utah. I attended Brighton High School before moving on to Westminster College. I graduated Magna Cum Laude from Westminster College. Currently, I reside in Salt Lake County with my wonderful and talented wife Annette Stavros who is a dedicated and hardworking sixth grade teacher for the last 25 years for Jordan School District.
I began my appraisal career in 1993 when I was hired as a Hearing Officer for the Board of Equalization specifically the Tax Administration Division of Salt Lake County. Shortly after, I took a job as a residential appraiser for the Salt Lake County Assessor’s Office. During my time as a residential appraiser, I gained valuable appraisal experience attending hearings at the local Board of Equalization as well as the Utah State Tax Commission. After several years as an appraiser, I was promoted to a Statistical Coordinator position. This position involves assisting in the development and implementation of multiple regression models for the valuation of residential properties located in Salt Lake County. Regression Modeling is a widely known and accepted mass appraisal technique utilized to determine the market value for vacant land, residential and commercial properties. After several years as a Statistical Coordinator, I was promoted to a Residential Appraisal Manager position. In 2010, I accepted a position as the Division Director for the Statistical Department of the Assessor’s Office. This department was responsible for valuing over 290,000 residential properties on an annual basis. In addition, this position also involved conducting the annual sales ratio study and audit with the Utah State Tax Commission. The Utah State Tax Commission is the regulatory agency that monitors all of the counties throughout the state of Utah to make sure that their valuations are in compliance with all of the recognized and adopted statistical guidelines and standards established by the Utah State Tax Commission. In 2014, I was promoted to oversee the Residential Appraisal Division. During my time as Residential Division Director, I played an integral role in reorganizing the office structure completely. We assigned appraisers to specific economic or market areas for the purpose of establishing standards and consistent methodologies for data collection. In addition, I worked closely with our former Salt Lake County Assessor Kevin Jacobs on streamlining and simplifying the appeal process at all levels. We initiated a very successful appeal mediation program with the Utah State Tax Commission which has resulted in a dramatic reduction of property tax appeals to historically low levels. After serving in numerous positions for the Salt Lake County Assessor’s Office, I accepted the appointment of Chief Deputy Assessor on June 1, 2017. As the prior Chief Deputy Assessor, I oversaw and monitored all of the departments of the office including the residential, commercial, and personal property divisions. I am a Certified Residential Appraiser in the state of Utah. In addition, I have earned the Ad Valorem Residential and Ad Valorem General Real Property Appraisal designations from the Utah State Tax Commission. These appraisal designations allow me to appraise all types of property for tax purposes. In addition, I am currently serving as a board member for the International Association of Assessing Officers (IAAO) as well as the UAA (Utah Association of Appraisers).
I am honored to serve the citizens of Salt Lake County as their current Salt Lake County Assessor. I believe that creating accurate, fair, equitable, and uniform assessments of our property values is an important function to all of us. As the current Salt Lake County Assessor, I will continue to strive every day to provide the highest level of quality and service to all of the citizens and taxpayers of Salt Lake County.

Carolyn was born and raised in Utah and then went to California to attend college, living in Davis, Santa Barbara, Arcata and in the Tahoe area until eleven years ago when she returned to Utah when she built a home in Brighton.
