Housing and Community Development - Public Notices

WHAT: Salt Lake County is releasing the RFA for Program Year 2024 for Eviction Prevention and Case Management Services.

WHEN: Applications will be available beginning Wednesday, October 18, 2023.

WHERE: Applications will only be accepted through Smartsheet. The application can be accessed in Smartsheet at https://app.smartsheet.com/b/form/c088b34f04504f29a4c2c36081cae080 and will also be available on the County website at https://slco.org/regional-development/housing-communitydevelopment/


Salt Lake County Office of Regional Development is releasing the RFA for the Eviction Prevention and Case Management program on Wednesday, October 18, 2023. This funding is through the Emergency Rental Assistance program (ERAP 2) established by section 3201 of the American Rescue Plan Act of 2021, Pub. L. No. 117-2 (March 11, 2021).


The Eviction Prevention and Case Management program that will help reduce the number of evictions filed to prevent the cascading adverse effects of displacements and improve housing stability for residents in the County. The program will be effective January 1, 2024, through December 31, 2024.


Activities must include providing direct short-term rental assistance to avoid an eviction and case management services to help households identify their greatest risks for instability and connect them to community resources to regain long term housing stability.


Completed applications must be submitted via Smartsheet by 11:59 PM ST on Wednesday, November 8, 2023

WHAT:   Salt Lake Urban County is Releasing the RFA for the Program Year 2024-2025 (PY24) Community Development Block Grant (CDBG) Hard Cost Programs.  In addition, Salt Lake Urban County is notifying current sub-recipients of Community & Support Services grants of the opportunity to renew Program Year 2023-2024 (PY23) awards for a second year of funding.

WHEN: Applications will be available beginning on or about Wednesday, October 18th, 2023.

WHERE: Applications will only be accepted through ZoomGrantsTM, the County’s online grant management system. The application can be accessed in ZoomGrantsTM at

They will also be available on the County website at www.slco.org/hcd.

The Salt Lake County Division of Housing and Community Development (HCD) is releasing the RFA for the CDBG Hard Cost Programs on or about Wednesday, October 18th, 2023.  This opportunity is specific to the Community Development Block Grant (CDBG) funding through the U.S. Department of Housing & Urban Development.  CDBG hard cost activities include land acquisition, housing rehab, homeownership assistance, economic development, and public facility improvements.

Salt Lake County will NOT be accepting applications for new projects for Community & Support Services grants for Program Year 2024-2025.  The Community & Support Services grants include the portion of CDBG funds that are utilized for public services, and the Emergency Solutions Grant (ESG) funding through the U.S. Department of Housing & Urban Development, in addition to the Social Service Block Grant (SSBG) funds from the U.S. Department of Health and Human Services (HHS) which are passed through the State of Utah.  Program year 2024 will be a renewal year for current Community & Support Services grant subrecipients; therefore, agencies that were awarded funds for activities in program year 2023 are eligible to submit applications to be considered for a second year of continued funding.

An In-Person Training and Q & A Session has been scheduled for these programs.

A recorded copy of the presentations will be available on ZoomGrants and on the County Website within 72 hours of the live training. 

Mandatory training can be completed by attending one of the following sessions, OR by reviewing the recorded copy of the presentation and submitting verification of completion as prompted.

COMMUNITY DEVELOPMENT “HARD COST” PROJECTS FOR BOTH NON-PROFIT & QUASI-GOVERNMENT APPLICANTS (Housing, Facility Improvements) and COMMUNITY DEVELOPMENT “HARD COST” (Infrastructure) URBAN COUNTY JURISDICTION MEMBERS – 9am to 12 noon.

9:00 am – 10:30am: Overview of funding opportunity, detailed instructions for completing application, and CDBG compliance requirements. 

10:45 am – 12:00 noon: Comprehensive training on CDBG compliance requirements.  (Highly recommended for prospective applicants with no prior experience managing CDBG “hard cost” grants.)

9:30 am – 11:00 am: Overview of funding opportunity, detailed instructions for completing renewal applications, and monitoring expectations refresher.

QUÉ: El Condado Urbano de Salt Lake está publicando la RFA para los Programas de Costos Duros de la Subvención en Bloque para el Desarrollo Comunitario (CDBG) del Año Programático 2024-2025 (PY24).  Además, el Condado Urbano de Salt Lake está notificando a los subreceptores actuales de subvenciones de Servicios Comunitarios y de Apoyo sobre la oportunidad de renovar los premios del Año del Programa 2023-2024 (PY23) por un segundo año de financiamiento.

9:00 a.m. – 10:30 a.m.: Descripción general de la oportunidad de financiamiento, instrucciones detalladas para completar la solicitud y requisitos de cumplimiento de CDBG.

9:30 a.m. – 11:00 a.m.: Descripción general de la oportunidad de financiamiento, instrucciones detalladas para completar las solicitudes de renovación y actualización de las expectativas de monitoreo.
